Gyeonggi Province plans a fast underground train link to make commuting between Seoul and satellite cities faster and more convenient.


At the moment it takes an average of 66 minutes to commute between Seoul and Incheon or elsewhere in Gyeonggi Province by public transport, the Gyeonggi Provincial Government said Wednesday. Traffic volume between Seoul and Gyeonggi Province increased by 65.5 percent over the last four years, making the option of commuting by personal car less and less attractive.


With the building of new satellite cities, the influx of people to the Seoul metropolitan area has been growing every year, and traffic congestion costs in the area mounted to W12.42 trillion last year.


To tackle traffic congestion in the Seoul metropolitan area, Gyeonggi asked the central government to build three Great Train eXpress lines in January stretching over 145.5 km in total. The first line will cover the 46.3 km between KINTEX in Ilsan and Dongtan, Hwaseong. The 49.9 km-long second line links Songdo, Incheon to Cheongnyangni, Seoul. The third line of 49.3 km connects Uijeongbu and Geumjeong, Seoul.


Cho Eung-rae, the vice president of the Gyeonggi Research Institute, said, "The idea of the GTX came up as the new means of transport to makes access to central Seoul from the outskirts quick and easy."


The three GTX lines will connect the outskirts of Seoul to the center 40 to 50 m below ground. Normally, subway trains travel an average of 20 to 30 m below, but running deeper makes it possible to pave straight lines. Transfer from subway stations to GTX stations will be possible.


The GTX will feature fast trains with a maximum speed of 200 km/h, traveling 100 km per hour including stops, which is over three times faster than subway trains.


Gyeonggi predicts that the GTX will shorten the commuting time between Dongtan, Hwaseong, and Samseong, Seoul, from 66 minutes to 18 minutes when the three lines are completed. Travel time from Samseong to Ilsan, Goyang which takes 83 minutes now, will be reduced to 22 minutes, and from Songdo, Incheon to Yeouido, Seoul to 20 minutes instead of current 47.


The provincial government plans to break ground in January 2011 for all three lines, and complete construction by September 2016. The total cost of the project is estimated to be W13.9 trillion.

GTX to be built in Gyeonggi Province

Gyeonggi Province has announced its decision to launch the metropolitan express train project linking Dongtan and Gangnam on April 2, following the approval of the plan to improve traffic conditions in the new towns of Hwaseong and Dongtan by the 64th Metropolitan Area Transportation Council.

Gyeonggi Provincial Government has made great efforts to resolve the chronic traffic problems caused by reckless land reclamation in the southern part of the province. GTX is an example of the province’s efforts, and is regarded by many as an innovative approach to the transportation issue. 

The transportation development program for new Dongtan city is the result of constant cooperation between Gyeonggi Province and the Ministry of Land, Transport and Maritime Affairs, and will be completed by 2015.   

A spokesperson for the province noted that the GTX project, which the provincial government has made a top priority, is expected to be promoted following the final confirmation of the Dongtan-Gangnam express train, adding that if metropolitan transportation facilities such as new transportation and the expansion of the 317th local road are completed, the traffic conditions in Gyeonggi will be significantly improved, enabling drivers in Gyeonggi Province to connect with Seoul as well as the major regions in the southern part of Gyeonggi Province.

Gyeonggi Province Highlights the Need to Ease Regulations on the Metropolitan Area


In remarks on May 15, 2009, Gyeonggi Province Governor Kim Moon-Soo highlighted the need to ease regulations on the metropolitan area, saying "Gyeonggi Province is not a colony of the Ministry of Land, Transport and Maritime Affairs."

During a conference with Mayors of eup, myeon, and dong that was held at the Icheon Ceramic Center, Governor Kim mentioned the fact that businesses like Hynix Semiconductor were suffering difficulties in plant expansion due to the restrictions on development, saying, "Gyeonggi Province is not a colony of the Ministry of Land, Transport, and Maritime Affairs. We are not a cash cow for the Korea Land Corporation and Korea National Housing Corporation."

Governor Kim also said, "Japan even accommodates chemical plants in downtown areas. New cities should provide workplaces for citizens, but we are now trying to remove plants. To build a new city that lasts one hundred years, it should be equipped with workplaces as well as beautiful green areas."

Governor Kim also expressed his strong confidence in the success of GTX, which Gyeonggi Province has been focused on.

He said, "The construction of the GTX requires a huge investment, but after completion, it will bring much higher financial return. Korea will emerge as the world¡?s No. 1 railroad powerhouse, ahead of New York, Tokyo, and Paris."

In addition, service result also contains detail operation plan of train: for the train will be used in GTX adopt the train developed in the country that can have maximum speed 160~200km/h and actual speed (average speed include the time required to stop at station) 100km/h: allocate 6 trains per one service: set 5.5 minute between service in commute time for A line connect Kintex to Dongtan.
All these days, Gyeonggi-do has kept suggest to adopt GTX to solve traffic issue in metropolitan area, and has studied validity, economic efficiency, and technical efficiency for introduction of GTX by requesting to Korean Society of transportation in last April, 2008. Province plans to submit this service result announced on that date to the ministry of land transport and maritime affaires in this week at earliest.
GTX, the business planed and promoted by Gyeonggi-do at first, is know that has high possibility of realization as the ministry of land transport and maritime affaires also shows positive attitude. Detailed Plans Finalized for Construction of GTX

Gyeonggi Province has announced detailed plans for GTX, nicknamed the "Dream Transportation Vehicle," which will enable users to travel from Dongtan to Gangnam in 18 minutes.

Gyeonggi Province hosted a special press conference entitled "GTX, the Transportation Revolution of the Metropolitan Area," which was attended by approximately 150 participants including Gyeonggi Governor Kim Moon-Soo, journalists for provincial media and representatives of Dongtan residents on April 14, 2009. At the conference, the Province announced the results of a feasibility study that was conducted on the economic efficiency and technological feasibility of GTX, the express train line that Gyeonggi Province plans to build.

The study covered the plan to introduce GTX on routes spanning 145.5km in the metropolitan area. The planned routes consist of three lines: Line A connecting KINTEX and Suseo (Dongtan) with a length of 46.3km (74.8km); Line B connecting Songdo, Incheon, and Cheongnyangni with a length of 49.9km; and Line C connecting Euijeongbu and Geumjeong with a length of 49.3km.

The number of the GTX users per day is expected to reach 0.76 million by 2016, and Lines B and C are estimated to have an economic efficiency level of 1.24, proving the feasibility of the plan. The total budget is estimated at KRW 13.9 trillion.

The Korean Society of Transportation listed the expected benefits of the GTX as a decrease of 0.88 million cars on the road per day, an annual CO2 emission reduction of 1.5 million tons, a reduction in energy consumption worth KRW 580 billion, a reduction in annual costs incurred by traffic jams of KRW 700 billion, and the creation of 0.26 million jobs.

The study also covered detailed plans related to GTX, including a plan to introduce domestically developed trains with a maximum speed of 160~200km/h and an average speed of 100km/h, a plan to operate six cars per train, and a plan to run trains at 5.5-minute intervals on Line A connecting KINTEX and Dongtan during rush hours.

Gyeonggi Province has been steadfast in its support for the GTX plan as a means by which to solve transportation issues in the metropolitan area, and formally requested the Korean Society of Transportation to conduct a study on the technical feasibility, economic efficiency, and overall feasibility of the GTX in April of 2008. The Province plans to submit the results of the study to the Ministry of Land, Transport, and Maritime Affairs as early as this week.

Gyeonggi Province first proposed the plan to introduce the GTX in the metropolitan area, and many believe that the plan is highly likely to be implemented, as it is currently being actively reviewed by the Ministry of Land, Transport, and Maritime Affairs. Gyeonggi Province expects that efforts to implement the plan will be accelerated when the Ministry of Land, Transport,
and Maritime Affairs incorporates the plan in its governmental initiatives.

Gyeonggi Province tentatively named the train GTX (Great Train eXpress) at the conference, and announced that it will be cooperate with the Ministry of Land, Transport, and Maritime Affairs and host a design competition.

Those living in Seoul, Incheon and Gyeonggi Province will be able to travel the greater metropolitan area within 40 minutes from 2016 as a project to build a new underground railway in the region is taking shape.

The network, dubbed "Great Train Express" (GTX), is expected to bring major changes to the current metro system linking Seoul to Gyeonggi Province and Incheon. The GTX will serve Seoul and a large part of Geyonggi via deeper underground tracks.

On Wednesday, Gyeonggi Province Governor Kim Moon-soo announced the outcome of a feasibility study on the economics of the project conducted by the Korea Society of Transportation.

Based on the results, Gyeonggi Province suggested three key underground lines - a 46.3 km stretch between Ilsan and Suseo; 49.9 kms between Songdo in Incheon and Cheongryangri; and 49.3 kms between Euijeongbu and Geumjeong.

The study is to be submitted to the Ministry of Land, Transportation and Maritime Affairs this week. The ministry will go over the project and make a final decision on whether to include the project in its master plan for the greater metropolitan area metro system later this year.

Once construction of the three lines - which will cost 13.9 trillion won - is completed, the daily volume of surface traffic bound for Seoul will be reduced substantially, saving a total of 580 billion won in energy consumption a year, according to Gyeonggi officials.

GTX stations will be set up every 10km, compared to existing subways with stations every 1 to 1.5km. The GTX will run at around 120kmph, three times faster than the existing subways.
